Inconsistency between quarantine blocking and component visibility in the repository

Hi!
This is a brief inquiry before opening a case, if necessary. In some instances, we receive a quarantine block for a component. The link automatically redirects to the repository; however, we do not even see the library listed in quarantine.

When this happens, it is usually because the library is included in an internal organization archetype. Is this possible?

For example:

Why does this happen? What adjustments should we make?

More findings.
I observe the same behavior with the org.springframework.kafka:spring-kafka library in this case.
In version .10, the evaluation is performed, it is placed in quarantine, and the correct link is provided.
In version .11, the evaluation is not performed, I do not see it in quarantine, and the provided link points to the repository.
