Can we delete or create capabilities by API calls in Nexus 3.38

Hello There,

We are using Nexus 3.38 and want to know if we can delete or create capabilities by API calls , if yes how

if no then can we set parameter for such capability in some configuration file such as nexus.properties

please help, I am doing some testing where I want to add some capabilities and want to delete some unwanted ones , these steps will be preconfigured while building docker image with certain enabled capabilities and remove unwanted ones
