is it able to sign Docker-Image collections with OSS 3.19.1-01
Nexus does not directly support/act as a Notary Service, but you can push and pull signed images to it like a normal Docker image. We don’t have any specific documentation for setting up Docker Content Trust. The setup of that feature is primarily an interaction between a Notary server such as Docker Notary Server and the Docker CLI.
