Enable nexus iq jenkin plugin to configure two or more URL

Recently, we have migrated our on-premium nexux iq server to gcp instances, from 1 on-premium instances to 2 gcp instances with data split. parts of organizations are moved to instance 1, the left ones are migrated to instances 2.

curently nexus iq jenkin plugin only can support one iq URL, if user uses the free style jenkin pipeline, they will be forced to the gcp instance where their organizations doesn’t exist.

jenkin master is used by different departments, it is not possible to configure parts of the instances to point to instance1 and parts of instances to point to instance 2.
